David is a graduate of Heriot Watt University, Edinburgh and a Chartered Civil Engineer by profession. He spent much of his career with Staffordshire County Council where he was responsible for the delivery of major infrastructure projects before going on to hold a number of senior management positions within the Council. As Deputy Corporate Director in Development Services he was responsible for all Highway and Transportation services and for Property and Facilities Management services. Prior to his retirement in 2012 he also held the positions of Head of Place Transformation and Interim Director of Place and Deputy Chief Executive. He was a member of the County Council’s Corporate Management Team.
He has extensive experience and a proven track record in managing and developing commercial services within the public sector, of managing change and developing new and innovative approaches to service delivery against a background of budget austerity. He is a great believer in the merits of collaborative working between commissioning authorities and service providers and has procured and established public/private partnerships which have been recognised nationally as models of excellence.
David believes that these experiences will allow him to make a significant contribution to CASS as it faces up to the sweeping changes in local government and health services, financial pressures and the growing demand for the services it provides.
